Telecommunications Design Engineer to help support the Internal Network Services project.
We need an EXPERT level resource which should fit in the Network Architecture role.
The resource will be located in the Kansas City, Atlanta, Denver or Minneapolis offices.
This will be a 6 month contract only - with option to extend up to two years.


Skill sets:

Desired certifications: Avaya Certified Associate (ACA), Avaya Certified Specialist (ACS), and/or Avaya Certified Engineer (ACE), Cisco, Microsoft, Linux, or CompTIA.
Experience with one or more of the following is preferred: Avaya Products: IP Telephony, Session Manager, Enterprise Survivable Server (ESS), Media Gateways, Communications Manager , Modular Messaging, CMS and/or IQ, Interaction Center, Operational Analyst, Witness Call Recording, Integrated Management, Interactive Response.
The Internal Network Services (INS) organization is currently seeking candidates for the position of Telecommunications Design Engineer. The purpose of the INS organization is to implement a customer-focused and enterprise-wide approach to the provisioning, operation, and management of the hardware and software providing data, video and voice communications to the Federal Reserve System. Job Summary and Responsibilities:

The Telecommunications Design Engineer establishes the strategic direction for enterprise telecommunications by developing architectures and designing enterprise telecommunications networks. This position participates in or leads the planning, design and implementation of enterprise telecommunications systems in support of the Federal Reserve System. The Engineer provides advanced support for telecommunications systems including problem determination and resolution as necessary. This position provides telecommunications design and support services to FRIT, the Federal Reserve System and financial institutions. This Engineer is considered the top-level technical advisor on telecommunications technology and design. This position participates in or leads projects where telecommunications services are an essential component.
Principal duties and responsibilities of this position are:

Tests hardware and software for feature performance as well as compatibility with existing systems, hardware, software, and operating systems;
Reviews customer requirements and participates in the development of telecommunications solutions to address requirements;
Partners with Reserve Bank, business line, and national IT providers to ensure successful migrations and achievement of program goals and objectives;
Evaluates and tests designed solutions against requirements and produces necessary test documentation;
Recommends standards and procedure development;
Develops standards for telecommunications processes such programming changes for telephones to define appropriate call restrictions, call forwarding, and feature capabilities;
Participates in INS and national projects;
Assists with complex voice communication problem resolution


QualificationsQualifications

Desired Education and Experience:

Bachelor's Degree or an equivalent combination of education and job-related experience equal to 5+ years. Desired certifications: Avaya Certified Associate (ACA), Avaya Certified Specialist (ACS), and/or Avaya Certified Engineer (ACE), Cisco, Microsoft, Linux, or CompTIA

Knowledge and Skills:

Thorough knowledge of telecommunications systems and operations;
Good understanding of data communications and network protocols such as Internet Protocol (IP) and their implementation;
Experience with one or more of the following is preferred: Avaya Products: IP Telephony, Session Manager, Enterprise Survivable Server (ESS), Media Gateways, Communications Manager , Modular Messaging, CMS and/or IQ, Interaction Center, Operational Analyst, Witness Call Recording, Integrated Management, Interactive Response;
Understanding of problem, change, performance, and service level management, from both an operations as well as a requirements perspective;
Strong interpersonal skills, strong oral and written communication skills, strong analytical abilities, strong organizational and prioritization skills and strong customer service skills;
Demonstrated ability to work in a dynamic and demanding environment;
Demonstrated ability to work in a team environment to achieve a common goal;
Advanced ability to solve problems by considering available information, prioritizing and making timely decisions; correlating data using standard tools and approaches, spotting trends and applying sound risk management principles.
