Position Overview
The Information Technology Group of the National Association of Insurance Commissioners (NAIC) has an exciting opportunity for a Chief Enterprise Architect who enjoys working for an organization that strives every day to support the public good and make a difference. The Chief Enterprise Architect is responsible for leading the program to develop, maintain, govern, and evolve the enterprise architecture across the organization. Responsibilities include:
• Develops, owns, and communicates the future state technology vision for the enterprise.
• Analyzes industry technology and market trends to determine their potential impacts on the enterprise.
• Provides leadership and contributes directly in the development of the Division’s annual strategic plan, setting goals, and procedures for accomplishing those goals. Aids in reviewing and identifying successes or shortcomings in accomplishing the strategic plan. Takes ownership in ensuring the goals of the strategic plan are met.
• Creates a technology roadmap with actionable steps to move from current state architecture to the desired future state architecture.
• Understands value of new technologies and works to communicate and educate stakeholders on the value.
• Facilitates the conversation of strategies and moves to action by leveraging the appropriate tools and techniques.
• Articulates a future state vision and promotes a vision to business, technology, and operations.
• Assists with the development, preparation and maintenance of the department’s annual budget.
• The position has direct management responsibility for the Enterprise Architecture Team (3) and indirect responsibility for the Solutions Architects that are placed within the individual product development groups. Responsible for all aspects of management related to the staff on the team.
MINIMUM EDUCATION AND/OR EXPERIENCE REQUIRED:
• A Bachelor’s degree in computer science, business information systems, computer engineering, electrical engineering, or related field of study is required.
• A minimum of 10-15 years of experience in the Information Technology field and previous management experience is required.
• Masters of Business Administration is preferred. Cloud transformation experience is desired.
• Preferred certifications: The Open Group Architecture Framework (TOGAF), Certified Cloud Architect, Information Technology Infrastructure Library (ITIL), Java (EE) Certified Architect, and/or Agile Certification.
SKILLS AND ABILITIES:
• Skilled in relationship building, process development and improvement, project planning, and staff development.
• Exceptional communication skills and proven track record of presenting to executive-level leadership.
• Experience with developing technology roadmaps. • Experience architecting and building IaaS and PaaS cloud solutions with Amazon Web Services, Google Cloud Platform, or Microsoft Azure.
• Strong experience with cloud software design patterns (Microservices and functions).
• Developer background with experience using Java, Angular, NoSQL databases, and Relational databases.
• Experience working in an Agile Scrum and/or Kanban environment.
• Knowledge of Risk Controls framework, and Audit procedures (NIST 800-53/171, SOC2, etc.).
