PROGRAM MANGER NOTES (INTERNAL):
PM will work with KDOR, KDHE and OITS (Dept. Secretary, CIO and executives), along with their vendor (PayIT). There are 3-4 other departments waiting in the wings to join in on the project. From what I gathered the current SOK team is resistant to change and PayIT moves too fast with little to no real strategy. The successor will need to have a strong minded, professional personality that can manage both sides while moving the project forward.
Skills "Jen" feels the PM should possess include: User Experience, Change Management, ability to focus on end user needs as well as the teams. Mobile experience is necessary, but helpful because the platform is already established.
The PM will be executing a new program for the State of Kansas, which no other State is doing. They will put the State of Kansas government technology (User Experience) on the map.
The project is expected to go another 18 months.
Brief Description of Job Duties:
· The iKan Program Director leads the iKan citizen-facing mobile and web application initiative from the Kansas Information Technology Enterprise (KITE), the IT enterprise serving the State of Kansas Executive Branch
· The Director is accountable to the Chief IT Officer (CITO) for the iKan strategic plan and deliverables associated with the iKan program
· iKan deliverables include:
o The testing and launching of a user-first mobile application (in daily partnership with the application platform vendor);
o iterative improvements to and added services for the mobile app;
o weekly status reports in partnership with the vendor(s);
o marketing and communications planning and execution;
o and scheduling meetings for multiple internal and external individuals and groups to facilitate progress
· Day-to-day management of project includes facilitating productive relationships between State agency and external stakeholders, the vendor(s), and the CITO and other KITE and Executive Branch leaders
· Informed by current strategic technology plans, the Program Director will lead the State of Kansas’ mobile/web center of excellence
· Program Director will develop and execute a digital strategy for delivering the tools and services available from the State of Kansas Executive Branch to citizens who live, work and do business in Kansas, as well as to State employees and agencies where workflow processes can be improved through mobile/web applications

· Created and executed digital strategies;
· Development of strategic planning documents;
· Excellent communication and presentation skills: Equally comfortable with 1-1, small group and large group audiences. Communicates equally level at all organizational levels, and across technical and non-technical (business).
Experience required:
· Some project management experience: Demonstrated ability to organize from chaos or disorganization or ambiguity. Ability to bring clarity to ambiguity…able to create on the fly
· Self-starter who asks forgiveness rather than permission
· Some government and/or enterprise experience is very helpful
· Able to develop a strategic planning document to guide the internal and external teams required to deliver user-first mobile/web experience
· Experience supervising a mobile/web center of excellence team
· Conduct and maintain inventory of existing and planned mobile/web interfaces (both web- and application-based)
· Experience providing strategic coordination among departments toward the goal of a consistent, cohesive user experience for users accessing services via mobile/web
· Experience collaborating with executives and management, IT, legal, HR, finance, and field employees
· Research successful tools, processes, providers and best practices
Education required:
· Successful completion of 24 hours in computer science coursework or certification and three years or more of experience
· Education may be substituted for experience as determined relevant by the agency
