Job Summary

Interacts with various stakeholders, including subject matter experts, executives, operational users, etc. and technical staff to analyze, elicit, and document requirements associated with defined system scope and objectives for technical solutions. Highest levels partner with previous audiences to establish project vision and drive scope, including determination of appropriate technology solutions.  
 
Key Activities

– Analyzes complex business problems and issues using data from internal and external sources to provide insight to decision-makers including recommendations and strategic/tactical plans based on business data and industry knowledge.
– Performs data mining to establish current conditions, trends and patterns of existing and proposed datasets.  
– Performs research, develops prototypes, and influences program strategy including data analyses to identify valuable business information to drive project scope.
– Elicits requirements by interviewing stakeholders, reviewing existing business documentation, and decomposing and outlining existing processes and technologies through data models and diagrams. 
– Develops and analyzes functional and non-functional requirements for technology solutions with stakeholders according to Software Development Lifecycle (SDLC) and internal standards to ensure business needs are well understood, clearly defined, and properly aligned with overall project scope.
– Analyzes proposed enhancements to technology solutions and provides written recommendation on feasibility of incorporating or enhancing technology solutions based on impacts to other stakeholders and technology solutions.
– Identifies, reconciles, and resolves conflicting perspectives of various stakeholders and impacts to technology solutions.
– Drives the interpretation of business objectives and system scope from the stakeholders to the developers; provides input on scope management and resolves issues related to the impact of changes to scope.
– Establishes project vision and proposes scope, including partnering with technical staff to determine appropriate technology solutions for high-profile, high-visibility projects.
–  Applies expertise to influence direction and objectives, including utilization of knowledge of latest trends related to information technology to identify and apply qualitative and quantitative best practices and tools for requirements management and definition. 
– Creates and maintains artifacts related to user stories, use cases, functionality issues, application glossaries, and data dictionaries and maps.
– Creates wireframes and prototypes for user interfaces, requirements surveys, system and process flows. Obtains final endorsement from stakeholders.
– Fosters relationship with business line leaders throughout the design, development, and user acceptance processes.
– Communicates with developers and stakeholders at various levels of the organization. Responds to questions from developers regarding requirements, functionality, and data to clarify vision of technology solutions.
– Facilitates and/or leads the development of requirements to include planning and determining elicitation approach.
– Identifies changes to scope and resulting impacts to requirements, other technology solutions, and stakeholders. Initiates actions in response to changes.
– Provides technical consultation, mentoring and thought leadership to cross-functional teams related to project vision and interdependencies.
– Discusses potential resolutions with senior staff and provides options to stakeholders.
– Develops presentation materials and conducts presentations for management or subject-matter-experts related to functionality.
– May work within an Iterative/Agile development environment as an active member of a project team with frequent interaction between project stakeholders.
– Reviews and provides feedback to peers regarding requirements and artifacts.
– May develop or contribute to the development of user guides.  

Qualifications

– Bachelor’s degree specializing in Computer Science, Management Information Systems, or related field, or equivalent combination of education and related experience required.
– 5 to 7 years business analysis experience with elicitation, defining scope, creating documentation, and collaborating with technical staff.
– Experience in an Information Technology role related to data management in a large scale/complex environment, which includes two or more years of experience working directly on Business Intelligence and Data Warehousing projects.
– Experience with database structures, data analysis, SQL and database modeling tools.
– Proficient computer skills in programs including, but not limited to: Word, Excel, PowerPoint, Visio, Project, Internet, and e-mail programs.
– Excellent analytical ability.
– Ability to drive and influence a team environment.
– Nature of interaction with contacts includes ability to influence and negotiate.
– Possesses high level of credibility with developers and stakeholders. Offers excellent customer service.
– Excellent written and verbal communication skills, including excellent meeting facilitation skills.
– Completion of business analysis training courses and business analysis professional certification.            
– United States citizenship or lawful permanent resident alien status with at least three or more years of United States residency from the date of legal entry to the United States is required for this position.
